Ecommerce Empire Builders (EEB) sold training and “done for you” online stores. The FTC sued in 2024, and in May 2025 EEB and its owner agreed to a court order banning them from selling business opportunities. The FTC's announcement calls it a “business opportunity scam.”

Verdict

Do not buy. A court order bans it from selling business opportunities.

This is not a close call. Under a May 2025 stipulated court order, EEB and its owner are permanently banned from selling business opportunities of any kind. The FTC's own headline describes the operation as “Ecommerce Empire Builders Online Business Opportunity Scam.” [1][4]

If someone is selling you an EEB-branded program or store today, check it against that order before paying. [4]

Regulator and court records

2024: the FTC sued Empire Holdings Group LLC (doing business as Ecommerce Empire Builders and StoreFunnels.net) and owner Peter Prusinowski in the U.S. District Court for the Eastern District of Pennsylvania (Case No. 2:24-cv-04949). The court temporarily halted the operation and placed it under a receiver. [2][3]

May 8, 2025: the court entered a stipulated order that permanently bans EEB and Prusinowski from selling business opportunities, bars earnings claims without evidence, bans contract terms that stop customers reviewing or reporting them, and enters a $9,786,124 judgment, partly suspended for inability to pay. The defendants neither admitted nor denied the allegations. [4][1]

The FTC's May 9, 2025 announcement says “a Federal Trade Commission lawsuit has put a stop to Ecommerce Empire Builders' (EEB) business opportunity scam.” [1]

Refund terms

According to the FTC complaint, when clients sought refunds or chargebacks, EEB challenged them, required clients to first prove they had taken specific steps, and often refunded nothing or only part. [3]

Assets turned over under the 2025 order are to be used for refunds to consumers harmed by EEB. [1]

Track record check

According to the FTC, EEB's training programs cost nearly $2,000 and its “done for you” storefronts cost as much as $35,000. [1]

The court closed the case on its docket on June 12, 2025; a court-appointed receiver has continued to file status reports. [5]

Who Ecommerce Empire Builders is NOT for

  • Anyone. The company and its owner are banned by court order from selling business opportunities.
  • In particular, anyone being offered a pre-built online store for a five-figure fee with a promised monthly income.
